 In 1 minute the first tap will fill 1/10 of the cistern and the other tap will empty 1/15 of the cistern.
Let the cistern be filled in X minutes
X(1/10 – 1/15) = 1 i.e. X(3 – 2 / 30) =1

Hence, the cistern will be full in 30 minutes.
